Under Cabinet Decision No. 1 of 2026, issued by the Ministry of Finance on February 9, qualifying organizations that operate on a non-commercial basis will now be shielded from the standard 9% federal levy.

 

The decision is a targeted effort to reduce the administrative and fiscal burden on bodies responsible for promoting and managing sports at a regional or international level.

 

By aligning with global tax standards for non-profits, the UAE aims to attract more sporting federations to establish their headquarters within its borders.

 

The Federal Tax Authority (FTA) has set high benchmarks for qualification to ensure the exemption is not leveraged for private gain.

 

The Ministry of Finance emphasized that this policy is part of the continued sustainable development of the sports ecosystem.

 

For years, the UAE has hosted elite events ranging from the Abu Dhabi Grand Prix to the DP World Tour and major cricket tournaments.

 

This tax pivot allows supporting ancillary entities—those providing critical infrastructure or coordination services—to also apply for relief, provided they meet the non-commercial criteria.

 

Financial analysts suggest that this exemption provides a level playing field for the UAE against established sporting hubs in Europe and North America.

 

By removing the tax friction, the government is essentially subsidizing the soft power and economic diversification that international sports bring to the tourism and hospitality sectors.

 

While the exemption is a significant win for the sector, it is not automatic. Sports entities must submit a formal application to the Federal Tax Authority, supported by comprehensive data and financial statements that verify their non-commercial status.
